A similar thing happened to me into ketosis for a few weeks, and the fat on my stomach seemed extra squishy. Are both things just from the fat exiting the cells too quickly for the cell to shrink down?

no as long as you are below 75% (give or take depending on level of fitness) of your max heart rate you'll be using fat primarily as fuel.
