In my experience (not a former vegetarian, though), no. Steak tends to satiate without giving you that "OMG I ate too much" vibe. Disclaimer: I am in a meat CSA and eat steak frequently.

I find that a little bit of fat right before bed helps me to fall asleep faster, and stay asleep better. OTOH, too many carbohydrates right before bed seem to contribute to more restless sleep and middle-of-the-night heartburn, at least for me. (more)
