My BIL is vegetarian for religious reasons, so no logical argument will work. He also throws up from eating avocados, which is about the best vegetarian source of fat I can think of. I'm wondering what high-protein and/or high-fat vegetarian food sources you would recommend that I could get him closer to Paleo?

olive oil is close enough to paleo in my books. avocado oil, coconut oil and hemp oil are all good.

regarding protein, chick peas and tahini (aka hummus) make up a complete protein. also hemp seed is a complete protein, but I don't know how good they taste

He'd probably do well to eat traditional Indian food and just skip the naan and roti and the sugary stuff. People's grandmas and great grandmas didn't eat those things. Cook with real ghee and follow all traditional methods. If he's not Indian, I bet it's much the same for any traditional vegetarian diet. Just follow the traditional methods and skip the refined flours, sugar and vegetable oils.
