Why does SIBO elemetal diet allow honey but not fructose?

In the SIBO diet people are only allowed to have fruits in moderation and generally fructose is considered bad for the gut. However in the elemental version honey is listed as the carbohydrate source. If you use honey as your carb component you could be having 12 tablespoons of honey a day. Why is fructose generally condemned but allowed as HONEY in the elemental formula?
