Yes, it can, especially if you get all the precursors to make cholesterol, which is then converted to hormones. Ditto minerals such as zinc, magnesium, etc.

Normal ranges don't say much, better is to provide actual values with the reference ranges. You can be hypothyroid and suffer from high prolactin even though both values are in the "normal range".

This is fairly common with women that go too low on carbs. Try upping to 50-75 g a day via white rice. Split it up with each meal.
