When I have the choice between salty and sweet (sugar), what makes more sense to choose.
(for example with popcorn (I know!!! popcorn isn't paleo!))

Salty. Just make sure it's a good salt, with enough minerals in it. Sugar doesn't offer anything of value, at least salt does a bit.
Why are they being juxtaposed like they're equivalent? Sugar is kinda bad for you. Salt is kinda good for you. So if you're given an either or option... eat salt.
Though I agree with Annie, if the option is either, or, or both, totally go with both. Mmmm.
(And don't sweat the popcorn, I love the stuff, and at the end of the day it's really not that much food)
