Has anyone heard of dirty electricity or electrical pollution as having negative consequences for health--particularly sleeping?

No there is no good evidence of any effects on your health. Many factors affect getting a good nights sleep however unless you are actually being electrocuted electricity is not one of them.
There are people who would like to convince you that electromagnetic radiation is a threat so that they can sell you expensive solutions to protect you from it.
The research in that link is full of possible associations and poorly controlled interventions carried out by people who want it to be true.

We seem to be close to turning Paleo into a complete headfuck, pardon my French.
Last week I found myself eating some lovely wild caught canned sardines, logged on here only to be told that the oil in sardines is rancid when canned. I can't win!!
Sometimes the more I know the less and less I can eat, soon I shall be left with grass-fed beef and living in a teepee in the wilderness!
I don't know much about the subject and am just not really worrying about electromagnetic radiation that I can't control, such as cell towers.. However, I do think that it's worth being aware of on the smaller scale.
I have a clock that communicates with an sensor outside to report indoor and outdoor temps. Originally, I set up the clock on my nightstand and I spent the next week getting absolutely horrible sleep. I'm a total champ at sleeping so this was weird for me. I moved the clock across the room and instantly, my sleep was all better, totally normal. The clock was the only thing that changed in my sleep getting worse and then better.
So, I'd say if you are having trouble sleeping, it's worth moving any electronics that are near your head and seeing if that helps out at all. In addition to the long checklist of other factors you should be looking at, naturally.
