Dilluting powdered supplement with water or oil?

I have a 2mg boron glycinate supplement with no additives other than cellulose.

Needed to create 100mcg doses of this and was wondering if I can dissolve this powder with either oil or water in a dropper bottle? I've done this before with K2 liquid drops, but never with a powdered supplement.

I tested this powder in a vial with water and if shaken before each use it seems to be 100% mixed into the water (doesn't mix well with oil), but I wasn't sure if each dose would contain the same amount of boron, or if it would vary greatly.

At doses of 35mcg I experience increased mental focus and clarity which lasts roughly 5-6 hours.

Similar experiences with micro doses of vitamin K2 (40mcg) - except that is more of a physical energy which lasts roughly the same amount of time.

I think that will be fine, what settles must be completely or nearly completely cellulose.

Why are you supplementing such a low dose?

Thanks! So even though the powder settles to the bottom after a few minutes, could I assume that if I shake it up well each time before using that I am getting a pretty accurate dose? Or would you think it varies?

You answered your own question. Mineral chelates don't need to be dissolved in oil but they dissolve great in water.
